The short answer is “no”. The way the technology works is:
1. An intelligent engine runs in the background of the handset and monitors all outgoing calls
2. When an outgoing call complies with the predefined “diversion rules†which in this case means an international number
3. The call is routed to Packet8’s access number, sends the PIN tones and the required destination number.
4. Call connected without the hassle
So you can see that you need the wireless provider to provide the leg from the phone to the access number.
